As delineated in the NEDA Medium Term Plan, INFRASTRUCTURE
DEVELOPMENT is one of the government's priorities and also among the
strategic programs of the current administration. It is within such
context that the PTA, as the implementing arm of the Department of
Tourism (DOT), hopes to achieve its corporate objective of providing the
necessary infrastructure support to sustain and catalyze more
participation from local government units and the private sector in
tourism activities. The program aims to undertake optimum physical
underpinnings in areas with the most significant tourism potential with due
regard for social, cultural and environmental considerations. To be
implemented in identified areas are the systematic development of tourism
estates, implementation of projects for the preservation of cultural and
historical heritage, conservation and enhancement of eco-tourism sites
and upgrading of PTA managed / operated tourist facilities.

The PTA's active stance in the construction, maintenance and
improvement of tourism infrastructure would undoubtedly encourage the
private sector to venture in tourism-oriented projects. To further
sustain growth, the PTA gives utmost emphasis on the conservation of
ecological balance and preservation / protection of the natural
environment in all its developmental undertakings. Also, a continuous
upgrading and diversification of infrastructure development plan are
being undertaken to respond to changing world market demands / global
competition and increasing domestic tourist movement.

The PTA has fairly achieved the promotion of peace and order in
its projects' environs through a combination of strict enforcement of
government laws/regulations and conscious cultivation of harmonious
relationship with the communities within and surrounding its projects. As
much as practicable, before any project will be implemented, the
community is made aware of the economic benefits that will be derived
from tourism and encourages community participation.
Likewise, PTA concerns itself on environmental protection and ecological
conservation , a measure to protect tourists and the general public from
health hazards

The PTA continually reviews its public service oriented
activities and facilities with the over-all objective of attaining both
cost efficiency and effective delivery of services to the public. It has
finalized its proposed reengineered organizational set-up which aims to
cut on expenses and improve organizational productivity.
The PTA has expanded the use of information technology to enhance
productivity.
To improve travel tax collections for the convenience of airline travel
tax payers, it has successfully worked out with airline companies in 1996
the adoption of an automated system of ticketing, the Bank Settlement
Plan, which resulted in a faster and more accurate collection and
remittance method.
