The Philippine Tourism Authority proudly hosted its first ever Kalesa Festival with the theme: "Kalesa, Duyan ng Turista" last March 15, 2004 at the Tourism around, T.M. Kalaw St. Ermita, Manila.
The event featured a colorful display of the historic kalesa thematically dressed-up as floats. The highlight of the event was the parade in Intramuros and Luneta led by the Air Force Marching Band and La Consolacion College Dancers that wooed the thousands of spectators.

The Kalesa Festival was conceptualized in recognition of the unending and humble contribution of present day kalesa. Historically, kalesa is a horse driven carriage introduced by Spanish Officials and nobles as means of transportation during the 18th century. Now, kalesas are often seen at Chinatown and various tourism spots in our country, as major attraction and vital part of Philippines history.

This endeavor paved the way for the Philippine Tourism Authority to promote its 12 entities. It has drawn out support to patronize our government operated tourist destinations with the slogan: "Pilipino sa Tourismo ay Aktibo."
The event was hosted by Tintin Bersola and Bobby Yan both of ABS-CBN's Magandang Umaga Bayan. Secretary Roberto S. Pagdanganan of the Department of Tourism and General Manager and Chief Executive Officer Robert Dean S. Barbers of the Philippine Tourism Authority likewise graced the event as special guests of honor.

On the other hand, the Kalesa Festival Competition was divided into 2 categories, for the non- PTA entry the Centro Escular University brought home the bacon and for the PTA entry, the Zamboaga Golf Course made by the Corporate Investment and Monitoring Department bagged the grand award. Other awards were the: Best In Creativity and Best in originality which the Centro Escular University won, and the People's Choice award went to Brushwork. The PTA Special Award went to: Zamboanga Golf Course for the Most Relevant to the Theme Award, the Gardens of Malasag made by the Financial Services Department for the Most Environment Friendly Award and the Banaue Hotel and Youth Hostel made by the Physical Planning Department for the Best Decorated Entity.

Respected members of the board of judges who were distinguished in their respective fields included Undersecterary Evelyn Pantig of the Department of Tourism - Product Development and Coordination and who is currently the Chairman of National Commission on Culture and Arts, Mr. Ramon Obusan, Director of Ramon Obusan Folkloric Group, Mr. Medellano Roldan, Secretary General of the Philippines. Mr. Ferdinand Maramag, Vice President of Philippine Racing Club and Ms. Josephine Concio, President of the Wholesale Travel Club.
